W. O. West, General and formerly commander of Cheyenne Mountain and Project Giza. It was him who lead the conversation when Daniel Jackson revealed his solution to the symbols on the tablets, and most importantly, on the Stargate. He was also responsible for the decision of letting Jackson in on the secrecy around the Stargate.
Sometime after the first activation of the Stargate, he was replaced by General George Hammond, who later assumed control of the newly-formed Stargate Command in 1997. (SG1: "Children of the Gods")
