W. O. West, General and formerly commander of Stargate Command. It was him who lead the conversation when Daniel Jackson revealed his solution to the symbols on the tablets, and most importantly, on the stargate. He was also responsible for the decision of letting Jackson in on the secrecy around the stargate.
He is very strict, some people would even call him harsh, but his military decisions seems to be well founded.
Sometime after the first activation of the Stargate, he was replaced as head of Stargate Command by General George Hammond.
