Ushan Cai is a Satedan from planet Sateda in the Pegasus galaxy and the acting governor of the provisional government on Sateda.
Biography[]
1998[]
Originally a factory owner who spent his days sitting behind a table and the rest on the factory floor, when the Wraith culled Sateda, Cai was one of the three hundred survivors that escaped the destruction of their civilization. Cai along with the other Satedans abandoned their homeworld to live out amongst other worlds. Cai had trouble adjusting as his skills as were in low demand. After ten years of trying to eke out a life, Cai decided to return to Sateda and rebuild having remembered he still possessed a warehouse of goods that were still salvageable. Using his skills as a salesman he managed to convince other fellow Satedans to return, most who were clerks, typists, and secretaries who had lost their usefulness.
2009[]
Cai eventually came in contact with the Atlantis expedition, meeting the famed Ronon Dex, when they came searching for titanium to construct an iris for their gate. The Satedan welcomed the Lanteans eager to trade them for additional supplies in their reconstruction efforts. The Lanteans were allowed to examine the ruins of the City Museum to salvage Ancient artifacts. Later the Lanteans found evidence that the Genii, were conducting their own salvage missions and Ronon believed that Cai had sold the expedition out. When Ronon confronted him about this so-called deception, Cai admitted he knew of the Genii's six month operation, but didn't know they were looting the treasures in the Museum. In addition he and his people were too ashamed to admit to the Lanteans, especially Dex, that they were unable to keep the Genii from squatting in their cities and robbing their dead. The governor explained that the Satedans that had returned could do little to nothing to stop the Genii as none of them were not warriors or soldiers. Realizing his mistake, Ronon apologized and agreed to make an appeal to Atlantis to find a way to drive out the Genii.
Later Cai was approached by Radek Zelenka, William Lynn, and Teyla Emmagan on retrieving a ZPM from the Museum. Cai was interested in learning that it was a power source, and believed that perhaps it could generate electricity to the city, but was dissuade as the technology for such an interface would not be compatible and it was undetermined at the time if the ZPM had any power. Instead they offered their expertise in hydroelectric power, Cai considered the proposal though he wished that the Lanteans would assist in removing the Genii from Sateda. Teyla stated it would be difficult but not impossible by placing political pressure on the Genii to leave the planet. Cai then agreed to allow the Lanteans to arrange a meeting with the Genii.
Negotiations between the Satedans and the Genii were organized by acting expedition leader, Colonel John Sheppard though Ladon Radim refused to recognize the installed Satedan government. During the negotiations, Sora Tyrus tries to convince Cai to give the Genii what they want and not to trust the Atlantis expedition, citing the destruction the expedition has caused since their arrival in the Pegasus Galaxy. However, Cai refuses to listen to Sora, trusting the expedition far more than the Genii as the expedition came to trade for what they wanted instead of showing up with guns and demanding it. Radim was eventually force to accept the rights of the Satedans when his attempt to assassinate Sora failed, and was discovered by the Lanteans who threatened to use the information against him unless he left Sateda alone. After that Cai allowed the Atlantis expedition to perform their own salvage operation for the ZPM.(SGA: "Allegiance")
During a joint Genii and Lantean operation, Cai made acquaintances with Lieutenant Colonel Melissa Hocken. From her he learned of light planes and wished to purchase one from Atlantis. Knowing full well that the Wraith could not have fully culled Satedan Cai wished to create an aviation unit known as the Satedan Air Force to seek out survivors. The proposal interested Hocken who was near retirement and decided to accept his commission as a trainer.(SGA: "Secrets")
In a exchange with the Travelers, Cai later met with an amnesiac Elizabeth Weir, believing she was from Sateda. Though he was unable to help her remember her past, He welcomed her into the community, having learned she had some medical skill. When the salvage team composed of Elizabeth, Margin Bri and four others returned with a family of survivors from Escavera, Cai was speaking with Dr. William Lynn on the purchase of Ancient relics reminding him that Sateda would receive a fair deal. Cai later had some success in convincing Sateda's scattered soldiers back to their homeworld for extra security.(SGA: "Unascended")
