How come one of the most annoying characters are still alive?

How come one of the most annoying characters are still alive? Why haven't Lucius Lavin and Peter Kavanagh been killed already? For what purpose do they still serve so they wouldn't be killed off? Everytime I saw them in a episode I couldn't understand why they are still alive.
