The Tulrakian are those who are devout to The Great Tulrak, who had saved the Aturen's planet when all hope seemed lost.
Kulera came from a devout Tulrakian home. Her parents were dedicated Tulrak worshipers. Kulera herself studied under the Nox as Tulrak had. After she finished her training, she took a pilgrimage of enlightenment and ended up aiding a team from Stargate Command. She saw their cause as worthy of The Great Tulrak and a chance to further her pilgrimage, so she joined the team.[1]
