Based on its similarity to the Ancient built rings, the fact that there is no previous record of any Asgard ring technolgy, and the fact that the Asgard didn't usually litter their technology around, I'm inclined to think it was an author error. The reason I say it's new technology, however, is because Vala and her team get into the rings but the rings don't descend as the Goa'uld ones do and instead they act like an Asgard transporter. I'm assuming it's an older technology that the Asgard had before their transporter beams, but we'll never really know. Btw, are the "Asgard transport rings" a new technology or a typo? Because that sounds like either a mistake on the page or like the author made a mistake in the book.
