The IOA and Homeworld Command are two entirely separate agencies, also to the latter part they likely had their roles, and we only really see the IOA having overriding authority like once, and that was in a diplomatic decision of who stays behind when the Ancients took over, so we really don't know much with regards to whether or not the IOA can countermand a decision from Homeworld Command's upper ranks that are outside of their authority to give orders to such as O'Neill and Hammond.

Also on a second note, why is "The Fleet" placed under the SGC when in the series it's pretty clear that it isn't under the SGC's jurisdiction, that's mentioned at one point in Season 7 of SG-1 that the 3 star who's name I can't think of right now, was heading up the fleet, and even Landry had to request a ship be sent out for this or that, he wasn't the one the ship's Captain answered to, with how the military works they would have had their own division within HWC, probably answering to a Brigadier General, or possibly O'Neill (when he was a 2 star). In the Stargate Universe episode synopsis for Earth, it states that there is now a "Homeworld Command". Should we assume that the Office of Homeworld Security is the predecessor of this military unit, due to the fact that Lieutenant General O'Neill is still in command? Anyone have an opinion as to what we should do about this article now. I was thinking of moving it to "Homeworld Command", and saying that it was formerly known was "Homeworld Security"... but it's unclear of what actually happened. So... we could also create a new article entirely. Can someone please clarify the command structure between Homeworld Command, the IOA and the SGC. It is rather confusing to tell who is responsible for what and who orders who.



Government infobox?

Is it appropriate to have an infobox for governments by the Homeworld Command? It's not, after all, sovereign. It's just a bureau / military unit. Having the government infobox kinda creates the impression that Homeworld Command is an independent, sovereign polity (one run by a military junta, apparently, since the listed "head of state" is a military officer).
