Serbia is a nation-state in Europe, and is a signatory member of the Gate Alliance Treaty. It is also one of the countries who have sent personnel to Atlantis.

Russian Air Force Colonel Alexi Zukhov preferred to use the Serbian-made Zastava M85, but he though that it was made in his native Russia. Colonel Jack O'Neill corrected him, pointing out that the Zastava M85 was made in Yugoslavia (now Serbia). (SG1: "The Tomb")
