Quartus was an official from P4M-328 who was negotiating with SG-1, who were believed to be rebels who had taken hostages in a museum.

He passed on the list of demands to the Viceroy who denied all the demands. He then raided the museum and captured SG-1 before they could get through the Stargate but they were able to convince him to allow them to leave. He then covered the incident up despite Cicero's objections. (SG1: "Bad Guys")
