Protocol CR-91 is a failsafe in the event of a base being overrun, depending on the threat, a ship is sent to contain the situation at the assumption that there is no one left alive. A payload will either kill a threat or destroy the base entirely. In 2006, when the Gamma Site was overrun by R-75, Major General Henry Landry sent the Odyssey to the planet with instructions to destroy the bugs from orbit as per Protocol CR-91.
