"So basically, you guys are…bluffing the Goa'uld. Big time."
Jack O'Neill

The Protected Planets Treaty is an armistice between the Goa'uld and the Asgard.

History

The treaty ensures these planets remain free from Goa'uld oppression. There are twenty seven planets under the treaty. The Goa'uld view it as simply recognizing that the Human race exists solely to serve as hosts and slaves for them. The System Lords are expected to enforce the treaty on all Goa'uld. In turn, the Asgard may not use their technology to advance a race living on one of the planets, even to prevent a natural disaster. Limits are also placed on the development of the populations of the planet to prevent them from becoming a threat to the Goa'uld. Definition of threat rests solely with the High Council of System Lords.(SG1: "Fair Game")

In case of disputed claim to treaty violation a commission of inquiry would assemble to look into the matter, the commission will be included an equal number of Asgard and Goa'uld.(SG1: "Fail Safe")

The treaty was presumably nullified with the disintegration of the Goa'uld Empire.

Treaty Details

  • Treaty Law Section 326 states that no human planet will be allowed to advance technologically to a point where they may become a threat to the Goa'uld.
  • The Passage of Nilor was previously banned from Goa'uld use until the inclusion of Earth into the treaty under Addendum 10815.
  • Subsection 42 states that the people on the planets can not be artificially advanced through Asgard technological means. This prevented the Asgard from interfering in natural disasters and use of their technology in such circumstances would nullify the treaty entirely.

Violations by the Goa'uld

The Goa'uld have attempted to circumvent the Protected Planets Treaty on a number of occasions to launch attacks against Earth. The first such attempt, in 2001, was the result of a deal between Tanith and the Tollan where weapons of mass destruction were built with the Tollan's phase shift technology, with the focus on Stargate Command's Iris (SG1: "Between Two Fires"). The Goa'uld System Lords denied any knowledge of the incident. (SG1: "Fail Safe")

The second attempt to circumvent the treaty occurred in 2002 when a meteorite whose mass was 40% pure Naquadah was dragged into the solar system by the Goa'uld and set on a collision course with Earth, knowing that the Tau'ri would attempt to stop it with a nuclear weapon - such an attempt would cause an explosion equal to that in force of a small nova with enough energy to set the atmosphere of Earth on fire and boil the oceans. SG-1 thwarted the attempt by using the cargo ship they flew the bomb in with to open a Hyperspace window through Earth to avoid collision. (SG1: "Fail Safe")

In 1998 Heru'ur made an attempt to occupy Cimmeria and in 2002 Osiris, underlord of Anubis, headed a fleet of two Ha'tak vessels which attacked Adara II. On both occasions the Asgard manage to defeat and drive out the Goa'uld. (SG1: "Thor's Chariot", "Revelations")

Violations by the Asgard

The Asgard provide Earth fleet with a numbers of Asgard technological upgrades such as Asgard weapons, shields and hyperdrive. (SG1: "Disclosure", "New Order, Part 1")

In 2001 SG-1 travel to the protected planet K'Tau cause a damage to K'Tau's sun, their attempt to fix the problem has failed and the Asgard refuse to help as it would be a violation of the treaty. However in the end the damage to sun was fixed, assuming with the Asgard help. (SG1: "Red Sky")
