Project Phoenix was a secret Stargate Command program[6] that had Phoenix Site serve as a combined forces military base for Earth and its allies; the Tok'ra, Free Jaffa, Asgard, Aturen and others who wished to help in the Tau'ri's campaign against the Goa'uld.[1] Its mission was to establish the Site and have freedom fighters from worlds oppressed by the System Lords brought together, trained, and placed on teams that were sent on missions with the defense of the universe in mind.[7] (RPG: "Core Rulebook", "Catastrophe")
The program started in 2002 and Colonel Jerry Harper oversaw its creation.[1] (RPG: "Core Rulebook")
Overview[]
The base ran under the command of the United States Air Force, but the facility commander could appoint foreign militaries to key positions. Disciplinary actions for service members at the Phoenix Site would be handled by the SGC, though they would allow the other governments (The Tok'ra, the Jaffa Council, etc.) to have a say.[1]
The base ran covertly. Tunnels beneath the base were used to expand the base when needed. Haven was camouflaged to appear as primitive as possible. Also, due to technological discoveries, information about the Phoenix Site was kept on a need-to-know basis.[1]
The Tau'ri agreed to share discovered resources in exchange for a mutual and beneficial partnership with the new and emerging governments in the galaxy. The Tau'ri also agreed to share the risks of conflict and do their best to protect their allies, though the protection of Earth was their first priority.[1] (RPG: "Core Rulebook")
Unofficial Outreach Project[]
The NID declined to expand SGP's mission statement, so there was an unofficial project of Phoenix Site's outreach being where teams revisited old allies and planets with the threefold purpose to check for new developments since the SGC's last visit.
