Philip Kevin Loyer, also known as P.K. Loyer, is a Major General in the United States Air Force and is the commanding officer of Phoenix Site.
Biography[]
2002[]
In 2002, following both the Ashrak attack on Alpha Site and the increasing amount of refugee aliens rising against the Goa'uld System Lords, the President of the United States authorized a new classified base, Phoenix Site which is headed by Loyer. When Loyer set up the Site, he approached the Tok'ra for assistance and they lent their aid in intelligence, logistics, and as operatives on Phoenix teams. (RPG: "Stargate Roleplaying Game", "Core Rulebook")
The Jaffa A'tir swore a life debt to Loyer after the Tau'ri evacuated his clan, which had been ordered to be slain by his former master. [2]
At some point after the creation of Phoenix Site, Loyer had a good meeting with Divaak the leader of Khlem. He also sent Phoenix teams on missions to P3S-517, Ethlos, and Alava. (RPG: "Catastrophe", "Birthplace", "Ecology", "The Eyes of the Storm")
At some point, Phoenix Site dialed BP6-314 and a Mobile Analytic Laboratory Probe was sent through. It's video feed showed a Subspace prison and Loyer was the most notably affected by it. He fell into a minor trance, was agape and caressed the monitor. When Loyer snapped out of his trance he noted that there was something oddly familiar about the object but wouldn't respond to any inquires about what he said. He ordered the Stargate to be disconnected which failed and then ordered the base's power cut but the wormhole remained locked in place. Heim informed him that there was a growing power surge coming back through the gate and Loyer ordered a team to shut down the subspace prison or destroy it if needed. (RPG: "Mechanicus")
2003[]
In 2003, Loyer traveled to P2X-649 to oversee the recovery of a downed Asgard science vessel, which he considered to be the most important mission he had commanded so far. He ordered Delta Site to be constructed at a better defensive position. (RPG: "Perfidy")
