The term off the grid means any planet that can sustain human life, yet has no Stargate. The term was first used by the Atlantis expedition, although of course such planets have existed as long as there have been Stargates. Off the grid planets are usually like this because either the Ancients deemed them too small (i.e. habitable moons) or too lacking in resources to be worth building a gate for. This is why most planets in the network contain Naquadah, as it is a key component in most Ancient technology and planets hosting large deposits of it would have been first choices for the network. (SGA: "Misbegotten") A planet can be disconnected from the Stargate grid by removing or otherwise disabling its Stargate (this was usually done by burying the 'gate in question). Some planets were left off the grid when Ba'al removed their Stargates, but they were later returned by SG-1.(SG1: "Off the Grid")
