Young starts a lottery
A Lottery is a game of chance where the players are assigned a designation, usually through choice, and a random one is chosen as the winner. Most lotteries have the players choose a series of numbers as the designations for their entries and the winner gets a large cash prize.
Colonel Everett Young wrote the names of every person on Destiny on pieces of paper and drew out 15 names, who were the people who got to escape aboard one of shuttles when it was believed that the ship would be destroyed by flying into a Star. (SGU: "Light")
