He was tricked by Richard P. Woolsey into activating the long-range communication stone and switch places with Colonel Everett Young as part of the attempt to use their Stargate to dial Destiny. He took being in another person's body much more quietly than the Langaran Captain.
The ruse was exposed as Ambassador Ovirda knew Halpern would never allow the dialing of Destiny and the connection was eventually severed, returning him to his own body. Beforehand, Lt. Vanessa James gave him a tour of Destiny in an attempt to garner sympathy for their plight as he seemed like a decent person. (SGU: "Seizure")
