The Second Goa'uld Empire consisted of both remaining Goa'uld territories and what was left of the vanquished Goa'uld Empire political system with the ruling class that governed it being forced to evolve in order to survive and was led by System Lord Ba'al in his attempts to rebuild his power base and rebuild the Empire to its former glory.
