The remnant state consisted of both remaining Goa'uld territories and what was left of the vanquish Goa'uld Empire political system with it ruling class that governed it being forced to evolved to adapted to survive and was led by System Lord Ba'al in his attempts to rebuild his power base and rebuild the Empire to it formal glory.
