Gate Alliance Treaty was the secret agreement initially signed between the United States of America and Russian Federation in 2000 and later expanded in 2003 to the other permanent members of the UN Security Council United Kingdom, French Republic, People's Republic of China. (SG1: "Disclosure")
With more members joining after the Battle of Antarctica. This treaty also had the benefit of providing the Stargate Program with additional funding and assistance in keeping the project secret.
The signatories of the treaty are defacto partners in the Stargate Program, and while the members receive regular briefings on what is discovered. (SG1: "Morpheus")
Though the treaty requires the sharing of all knowledge and technology the United States Military only shares non-military technologies while making certain exceptions on occasion such as Korlev and Sun Tzu. (SG1: "The Scourge")
