These elevators are transports for the rapid transfer of people across the Destiny.
Design and functions
The device is shaped like a small elevator or closet. When a person comes enters the cockpit, there is a control panel on the wall. The elevator transports the rider to the selected destination. It is unknown if the elevator can go horizontally as well as vertically, but it is possible as Eli and Chloe went from an elevator just a few short coridoors from the Kino room (known to be close to the Gate Room to somewhere very near the front of the ship.
History

After the Expedition first arrived aboard Destiny, the ship was explored by Lieutenant Matthew Scott. Led by Dr. Rush via radio, he found a lift but was distracted by a passing Kino as he was about to press the control panel. So they seem to not use the elevator to the expedition. (SGU: "Air, Part 2")
Eli Wallace and Chloe Armstrong used the elevators to escape from Lucian Alliance forces when they boarded Destiny. They ended up in a different section of the ship, far from any known location. (SGU: "Incursion, Part 1")
