Crystal skulls were devices, built by the Omeyocan, with a function of transportation and dimension shifting with the use of leptons.
A crystal skull was found in Belize by Nicholas Ballard in 1971 which transported him to P7X-377. There he met some Giant Aliens. After the skull transported him back, no one believed him. Also, Ballard was unable to repeat the process because the Belize temple, the only place in the galaxy capable of the Skull Transport was destroyed. Later, using the Stargate, SG-1, including Ballard's grandson, Daniel Jackson made it to P7X-377 and found the other skull. Daniel Jackson also began the transportation process, but due to the Belize temple's destruction and Teal'c firing at the skull during the process, Jackson was sent to an alternate dimension. Only, Ballard who went through the same process was able to see and hear him. To retrieve Jackson, Jack O'Neill and Samantha Carter also transported to the alternate dimension and back. Due to Teal'c being a Jaffa, he was unable to undergo the process. The dimension which was occupied by SG-1 (except Teal'c) and Ballard was also occupied by the Giant Aliens. (SG1: "Crystal Skull")
The crystal skull works in a similar manner to Arthur's Mantle. The device would release lepton radiation to pull those within close proximity to the device into an alternate dimension, similar to the one occupied by the Giant Aliens and visible to those who wear the Sodan cloaking device. Whoever was pulled into this dimension was out-of-phase, and thus able to walk through objects that are in-phase. (SG1: "Arthur's Mantle")
