The Council of Haven, also called the Phoenix Council or the Alliance Council, consists of four members that is charged with overseeing the Phoenix Alliance, and is made up of four species; Human, Tok'ra, Jaffa, and Aturen.[1]
The diplomats are Ambassador Ashlee Kelley of the Tau'ri. Emissary Tolii of the Tok'ra, whose Host is Sulo. Councilor Hatana, of the House of the Stars of the Aturen, and Councilor Ry'anne of the Jaffa.[1] (RPG: "Core Rulebook")

The Council was in charge of the fate of Taweret's Symbiote facility that was discovered. Ambassador Ashlee Kelley asked Phoenix-1 if they could use their Haven community contacts to influence the other councilors to keep the base. When the vote then occurred, the vote was unanimous to keep the base and exploit whatever information and research it contained.[4] (RPG: "Watershed")
