Cicero's people are a race of humans from P4M-328. The people's ancestors were taken from Earth by Ra. The people are led by a viceroy, and are fairly sophisticated, having approximately the same level of technology as Earth. The people have accumulated ancient artifacts from the time when Ra ruled their planet in a museum .

They originally thought that the Stargate was an artifact; however, a man named Cicero thought it was a portal to other worlds, and his theory was proven true when SG-1 came to the planet, and accidentally created panic at the museum. (SG1: "Bad Guys")
