The System Lord Chernobog was known to be a brutal opponent who took any transgression into his domain seriously and his retribution was swift and merciless. Rival System Lord fleets that were sent into his territory were never seen again and he was known for completely obliterating cities and stealing Stargates.
Chernobog deactivated the Stargates on most of his worlds and travel was restricted to starships. (RPG: "Core Rulebook")
